I just got a new desktop and want to open my old, old PRZ files, presentations, pix, etc. Is there something I can open them in that I can download for free to start before I purchase it? If so, is there a link? Thank you.

The only application capable of opening PRZ files is Lotus Freelance Mobile Screen Show Player. Unfortunately, I couldn't find a download for this application. I believe it's probably because it has been released a very long time ago and due to unknown reasons wasn't updated anymore.
There was a forum post on Lotus website with a link indicating a download URL, but that link leads to a general page on the Lotus website. Also, PRZ format is proprietary and unless you get a copy of Lotus Freelance Mobile Screen Show Player, then the possibility to open those files falls to 0.
No, you can't use this application on Windows 10. The Lotus Freelance Graphics was part of the Lotus SmartSuite. The SmartSuite was supported by IBM for a couple of years, then it completely discontinued the applications. They've also mentioned that Smartsuite won't be coming back again.
Therefore, the product is now discontinued without any support for current or future versions of Windows.
Can I use Lotus Freelance Graphics on a MacBook Air (OS X10.9.3)? What is the cost?

No, you can't use Lotus Freelance Graphics because the application was released for Windows operating systems only. This means that there is no version of it released for MAC OS X 10.9.3. You will need to install Windows through Bootcamp or Paralells Desktop and then load the application in that environment.
How can I order Lotus Freelance Graphics 9.8 from Russia?

You can't buy the application anymore because there is no place to buy it from. I have searched on IBM, and the product doesn't appear to be listed. However, IBM hasn't updated the application for almost 10 years, and I doubt it's available anymore. Even the Wiki page states that IBM lost interest for this application and their original developers.
It comes with the last version of Lotus SmartSuite v 9.7 they produced if you can find someone offering a download. It does work fine with Windows 10

You might need to choose something else from Microsoft package: https://products.office.com/
